​About the Role

Reporting to the Manager, Procurement, the Intermediate Procurement Specialist is the primary point of contact for the provision of general procurement services and projects across the WCB, providing recommendations to Manager, Procurement and VP, Finance. 

 

Policy and Process

  • Conduct recurrent procurement policy reviews and validation of accuracy of those policies and procedures, propose and implement timely updates.
  • Update procurement policies, processes, guides and practices 

 

Procurement Activities:


Pre-Bid:

  • Provide support to internal stakeholders in assigned business area(s) through pre-bid phase.
  • Prepare or support internal stakeholders in preparation of applicable documents (e.g. RFP’s, Standing offer requests, etc.)
  • Facilitate and validate appropriate review cycles are complete prior to bid documents are shared externally (whether posted or otherwise)

Bid:

  • Provide support to internal stakeholders through bid phase, communicate with prospective proponents to address enquiries as applicable (through Addendums on Public Tenders site or otherwise).
  • In collaboration with applicable internal stakeholders, prepare evaluation scoresheet and subsequently facilitate and facilitate consensus meetings to ensure fair and transparent selection process.
  • Evaluate financial proposals, negotiate costs to achieve competitive pricing and best outcomes for the organization. Incorporate outcomes of evaluation into the scoresheet.  
  • Issue notifications to proponents and provide debriefs, as applicable.

 

Post-Bid contracts/vendors management:

  • Facilitate and participate in kick-off meeting
  • Schedule recurrent meetings on pre-defined frequency with internal stakeholders to ensure alignment and track progress
  • Schedule recurrent meetings on pre-defined frequency with internal stakeholders and third parties to ensure alignment, track progress and resolve ongoing issues
  • Track ongoing contractual compliance with KPI’s as applicable, i.e. deliverables, timelines, costs.
  • Support identification of ongoing risk mitigation strategies and issue resolutions, where applicable. 

 

Other activities:

  • Work with Standing Offers managing third party to identify opportunities for Standing Offers engagements
  • Ensure proper documentation of the procurement processes is maintained for audit purposes.
  • Guide internal stakeholders through the alternative procurement process as applicable.
  • Manage procurement activities including issuing tender numbers and maintain accurate procurement records.

 

Planning and Analysis

  • Identify opportunities for collaboration with other WCB’s across the country, the Province of Nova Scotia and other public sector entities, for greater consistency and efficiency in the procurement process.
  • Assist internal stakeholders with market analysis required for procurement decisions.
  • Support procurement processes (vendors management, contracts & compliance) to ensure efficient acquisition of goods and services.
  • Regular monitoring and reporting on procurement performance. Report on compliance, KPIs, working with the applicable internal stakeholders to ensure that service level expectations are met or exceeded.

Your Experience & Skills

  • Undergraduate degree in business, procurement, supply chain and/or logistics, or a related field.
  • A minimum of two (2) years’ experience in procurement related roles, demonstrating a progression in responsibilities.

 

(Note: an equivalent combination of a degree in another area of study and additional experience in public sector procurement roles, specifically with WCB, may be considered.)
